Conditions of Hire

Please read the following 'Conditions of Hire' carefully.

If the Hirer is in any doubt as to the meaning of these conditions please consult the Booking Clerk, Mrs Marshall on 01302 719811. For the purposes of these conditions, the HIRER shall mean an individual hirer, or where the hirer is an organisation, the authorised representative.


Capacity of Scrooby Village Hall

The maximum occupancy number for the premises is 140 persons seated 80 persons dancing only


Smoking in not allowed in the hall.


Scrooby Village Hall operates a zero tolerance policy of vandalism and graffiti. If such damage occurs during a booking the Hirer will be responsible for the full cost of rectifying all damage.

Hire Period

The Hirer shall be charged from the time of access to the premises until the time of departure. The premises must be vacated on expiration of hiring time. Failure to vacate the premises at the agreed time will result in an additional charge being made. The Hirer is responsible for making sure that the premises are not left unattended at any time during the hire period.

Accidents and Emergencies

The Hirer and/or another responsible adult should be conversant with the location of first aid and fire fighting equipment and read the Fire Evacuation Procedure notice.

The First Aid box is located in the kitchen.

The Hirer must report all accidents involving injury to the public to Scrooby Parish Council as soon as possible and record the incident in the accident book held by the Bookings Clerk. Any failure of equipment belonging to the hall or brought in buy the Hirer must also be reported as soon as possible.


The Hirer shall ensure that the minimum of noise is made on arrival and departure, particularly late and night and early in the morning.


Parking is on Low Road and Station Road and is at Owners Risk. NO cars shall be parked on the Croft (Village Green).

Public Liability Insurance

The insurance held by Scooby Parish Council provides limited cover for personal and social users of the Hall. The Books Clerk can provide details on request.

Right of Entry

The Parish Council or persons authorised by them, shall have the right of free and unimpeded entry to the premises at all times.


If the Hirer wishes to cancel a booking before the date of the event fourteen days notice is to be given to the Bookings Clerk otherwise some or all of the agreed letting fee may be charged to the Hirer.

The Parish Council reserves the right cancel any hiring at any time by written notice.

End of Hire

The Hirer shall be responsible for leaving the premises and surrounding area in a clean and tidy condition, properly locked and secured unless directed to do otherwise. Chairs and tables are to be stacked in the designated places. It is the responsibility of the hirer to remove any rubbish from the site for which there is no room in the wheelie bin. When it is necessary for the Parish Council to spend longer than one hour in restoring the premises to their original tidiness and cleanliness a charge for labour costs will be made.

Means of Escape

All means of exit from the premises must be kept free from obstruction and immediately available for instant free public access.


The Hirer shall ensure that no unauthorised appliances shall be used on the premises when open to the public without the consent of the Parish Council. No LPG heating appliances shall be used.

Drunk and Disorderly Behaviour

The Hirer shall ensure that in order to avoid disturbing neighbours to the hall and avoid violent or criminal behaviour, care shall be taken to avoid excessive consumption of alcohol. Drunk and disorderly behaviour shall not be permitted either on the premises or in its immediate vicinity.

Stored Equipment

The Parish Council accepts no responsibility for any stored equipment or other property brought on to or left at the premises and all liability for loss or damage is hereby excluded.

Hours of Opening

0600 hours to 2400 hours 7 days per week.

The Hirer shall, during the period of hire, be responsible for: supervision of the premises, the fabric and contents; their care, safety from damage however slight or change of any sort; and the behaviour of all persons using the premises whatever their capacity. As directed by the Bookings Clerk, the Hirer shall make good or pay for all damage (including accidental damage) to the premises or to the fixtures, fittings or contents and the loss of contents.

Use of Premises

The Hirer shall not use the premises for any other than that agreed with the Bookings Clerk and shall not sub-let or use the premises or allow the premises to be used for any unlawful purpose or in any unlawful way nor do anything or bring onto the premises anything which may endanger the same or render invalid any insurance policies in respect thereof nor allow the consumption of alcohol thereon without written permission.

Gaming, Betting and Lotteries

The Hirer shall ensure that nothing is done on or in relation to the premises in contravention of the law relating to gaming, betting and lotteries.

Public Safety Compliance

The Hirer shall comply with all conditions and regulations made in respect of the premises by the Fire Authority, Parish Council, the Licensing Authority or otherwise, particularly in connection with any event which constitutes regulated entertainment at which alcohol is provided or which is attended by children.

Electrical Appliance Safety

The Hirer shall ensure that any electrical appliances brought by them to the premises and used there shall be safe, in good working order and used in a safe manner in accordance with the Electricity at Work Regulations 1989. All electrical equipment must be PAT tested.


The Hirer shall indemnify and keep indemnified Scrooby Parish Council against (a) the cost of repair of any damage done to any part of the premises including the curtilage thereof or the contents of the premises (b) all claims, losses, damages and costs in respect of damage or loss of property or injury to persons arising as a result of the use of the premises by the Hirer and (c) all claims, losses, damages and costs suffered or incurred as a result of any nuisance caused to a third party as a result of the use of the premises by the Hirer.

The hall is insured against any claims arising out of its own negligence.


The Hirer shall ensure that no animals (including birds) except Guide Dogs are brought into the Hall.

Compliance with The Children Act

The Hirer shall ensure that any activities for children under eight years of age comply with the provisions of The Children Act 1989 and that only fit and proper persons have access to the children.

Explosive and Flammable Substances

The Hirer shall ensure that:

  • no highly flammable substances are brought on to the premises and that
  • no internal decorations of a combustible nature shall be erected without the prior permission of the Parish Council. No decorations are to be put near light fittings or heaters.
